Making a beer pong table is simple. If you want something cheap, any piece of wood that can be placed on a table, pool table, or air hockey table can be used. You could also just use the air hockey table(however the pool table won't work).
If you have slightly higher expectations, go to a home improvement store, and purchase the following: a flat piece of wood roughly6-8 feet x 4 feet, 4 4 foot rods for legs, and wood putty, and screws to put it together. Tools you will need are a screwdriver, pallete knife, stain, sander and sandpaper.
Next, sand your table down as smooth as it will go. Screw the legs to the board. Paint. Get drunk.
